Our mission is to inform Californians about systemic and academic problems in government (public) education and viable alternatives exampled by home, private and parochial schooling.  Unfortunately many parents cannot afford private education, therefore we are suggesting possible solutions where every child's share of the California State education budget can be used to help pay tuition at the school of the parents choice. We believe that the lessons we have learned from the free market and competition will encourage schools to increase performance and lower costs. 

California is blessed to be one of the few States that has the initiative process so, “We the People” can propose and pass legislation for the benefit all Californians.

Therefore, CSCF suggest that the people of California consider putting on the ballot and pass an initiative with the working title of “The Education Freedom Act”.

1. Under the Act an Education Savings Account (ESA) will be created for each K-12 student in California.
2. Proposition 98 K-12 funding (under California State law, Prop. 98 is approximately 40% of the State budget) will be divided equally and deposited into each of the students individual ESA’s.
3. That means that under the current budget over $12,000 per student/per year will be deposited into each students ESA!
4. The ESA’s become the student’s education money held in the ESA with the student’s parents or guardians acting as administrators.
5. The administrators (parents) can use the ESA money to help pay the tuition at any accredited public, charter, private or parochial school of their choice where they enroll their students.
6. Accreditation comes from any recognized agency and will not be confined to those approved by the California Dept. of Education. No special conditions may be added or required. Some consideration will be made for purchasing education materials and tutoring. The funding belongs to the student and is directed by his or her parents or guardians therefore issues of conflicts with church and state do not apply. Imagine a Social Security or welfare check where the recipient can spend the money any way they choose.
7. Home School parents are not accredited schools and ESA funding can only be used for education supplies and other purposes.
8. Unspent funds int the ESA’s accumulate and may be used for college or vocational training. That means that a home-schooled student could easily have over $120,000 waiting for them to use for college when they are admitted!
9. The Education Freedom Act is a work in progress and is subject to change as we add more methodologies and protections for parents and students.
10. The government (public) schools will still have financial advantage because of existing bonds, parcel taxes, donations and other sources. They will need to improve in order to compete for funds that dependent on the number of students attending their schools.
